A program that only runs when the vendor is standing in front of it is a dependency, not a capability. Cadre certification trains and certifies your NCOs and officers to deliver the program themselves, with your Soldiers, on your own drill days.
Certification of operators under the applicable aircrew training manual is reserved to your appointed master trainer and is not delegable to a contractor. We certify cadre to run this program; your chain certifies your operators.
